Explanation
This comic shows Batman standing next to Superman in what appears to be the Hall of Justice. Superman'''s face is visibly red and irritated, and he looks disheveled and annoyed. The caption below reads: "Noogying sidekicks is no longer allowed in the Hall of Justice."
The joke is that Superman -- one of the most powerful beings in the DC Universe -- has been giving noogies (the act of rubbing someone'''s head aggressively with your knuckles) to sidekicks. Given Superman'''s incredible strength, a noogie from him would be far more painful and damaging than a normal one, which is why the practice had to be explicitly banned. The visual shows the aftermath: Superman'''s own face appears raw and red, implying that perhaps Batman retaliated, or that the rough-housing got out of hand. The absurdity of having formal rules about noogies in a superhero headquarters is the core of the humor.
The votey shows a character in sunglasses and a cross necklace (possibly Robin or another sidekick figure) saying "I'''m tired of being a sidekick! What do I have to do to become a superhero?" This extends the joke about the indignity of being a sidekick in a world of super-powered beings who apparently abuse their strength for juvenile pranks.
