Explanation
This comic shows a woman in the process of making a wish. In the first panel, she begins to say "World pe-" (clearly about to say "World peace"). In the second panel, her breasts suddenly grow enormously large, cutting her off mid-sentence. In the third panel she squeezes them together while looking down, and in the fourth panel says "You're a dick" to someone off-screen. A flashback panel labeled "Earlier..." shows a man excitedly telling the woman that a genie said he could wish for anything, holding up a genie lamp.
The joke is that the man found a genie and, instead of letting his partner wish for world peace (or making that wish himself), he used the wish to enlarge her breasts. The comic plays on the genie-wish trope by showing the selfishness and immaturity of the wish-maker, who squanders a chance to solve one of humanity's greatest problems in favor of a juvenile desire. The woman's reaction -- calling him a "dick" -- is the understated punchline.
The votey panel shows the man being asked "How big did you--" and he eagerly interrupts with "Infinity!" This extends the joke by revealing the man did not even make a measured or practical wish -- he asked for infinitely large breasts, underscoring his complete lack of judgment and adding an extra layer of absurdity to the situation.
