This comic presents a Halloween party concept gone wrong. The concept sounds creative and fun in theory.
The second panel shows the "bad outcome": at the party, someone asks, "Did anyone NOT come as Frankenpervert?" Everyone at the party has independently chosen the same combination -- Frankenstein plus some kind of pervert costume -- resulting in a room full of identical green-skinned, inappropriately dressed monsters. The joke is that when given any list of costume options, human nature will inevitably gravitate toward the most juvenile and risque combination possible, and this tendency is so universal that every single partygoer made the same choice.
The votey panel shows a muscular figure in an astronaut helmet labeled "ASTROPERVERT! Saves the day again!" This extends the joke by imagining another costume combination from the list -- Astronaut plus Pervert -- as a triumphant superhero, suggesting that the "pervert" option contaminates every possible pairing on the list.
